Constance J. Evans, BSN, MA

Senior HRO Expert

Constance is a 26-year retired Navy Veteran, Nurse Corps, who held a variety of nursing positions.  After completion of undergraduate studies at the University of Southern Mississippi in Hattiesburg, she began her naval career in 1987 in Newport Rhode Island, Office Indoctrination School. She later obtained a Master’s of Arts with an emphasis on Healthcare Administration.

Constance’s first assignment was as a Staff Nurse, Medicine-Oncology and Labor and Delivery Units at Naval Medical Center San Diego.  Additional assignments included U.S. Naval Hospital Okinawa, Japan Labor and Delivery Nurse. She continued her service at Naval Hospital Jacksonville, FL and Newborn Nursery Nurse, Command Customer Relations Officer, and Division Officer, OB/GYN Clinic.

In a second tour to Okinawa, Japan, Constance worked as the Community Health Nurse, Risk Manager/Performance Improvement and Patient Education Coordinator. After completion of this tour, she was selected as the Officer in Charge, Naval Aviation Technical Training Center Branch Clinic, Naval Hospital Pensacola. She was recognized as a best practice for her implementation of Open Access and was later selected as the Senior Nurse for 12 Branch Clinics. During this assignment, she deployed with 3rd Marine Logistics Group to Joint Special Operations Task Force - Philippines where she served as Group Surgeon for 14 Medical Staff. Following Pensacola, she was assigned to U.S. Hospital Naval Rota, Spain, where she served two years as the Deputy Director, Primary Care and one year as the Director, Healthcare Business Operation.  After Rota, She transferred to Director, Hospital Corpsman Knowledge Management, Naval Hospital Corps School, Great Lakes, IL.

In September 2013, Constance completed her Navy career in as Director, Navy Case Management Program after she established the Warrior Family Coordination Cell at Walter Reed National Military Medical Center.  After retirement, Constance worked as Deputy Director, Interagency Health Affairs, Veteran Health Administration.
